Housing Delivery Action Plan

Interim Housing Delivery Test Action Plan 2018-19 and 2019-20

The Housing Delivery Test (HDT) is an annual measurement of housing delivery published annually by the Government at local authority level. Preparation of a Housing Delivery Test Action Plan is required if housing delivery in the preceding three years is less than 95% of the housing delivery requirement set by government.

The Interim Housing Delivery Test Action Plan outlines the challenges facing an area in terms of housing delivery and identifies measures to maintain or improve levels of delivery.

It is interim because it relates to the 2009 Local Plan position. The housing delivery test results will be updated upon adoption of the replacement Local Plan 2016-2036 Part One: Planning Strategy; anticipated around May 2020. Upon adoption of the new Local Plan the Council projects that it would 'pass' the Housing Delivery Test.
